Urgent Call to the U.N. High Commissioner for Human Rights

PARIS, May 6, 2022 — Forced Organ Harvesting from living people specifically to sell their organs for profitable transplant surgeries is among the most egregious crimes against humanity conceivable. Witnesses first testified about China’s abuses before U.S. Congress in 2001. In 2006, allegations were raised of the brutal persecution of Falun Gong, a peaceful spiritual discipline that follows the principles of truthfulness, compassion and tolerance whose adherents are subjected to the industrialized practice of organ harvesting throughout China’s military and civilian hospital systems.

A plethora of research, investigation and testimony have compiled copious evidence of organ harvesting since 2006 which was reviewed and assessed by the independent China Tribunal, chaired by Sir Geoffrey Nice. Their judgment concludes unanimously that Falun Gong practitioners have been victims of this transplant abuse. 2019 and 2022 peer-reviewed publications add further evidence. In June 2021 a group of 12 U.N. Special Rapporteurs expressed concerns about forced organ harvesting in China. After a U.S. congressional House Resolution 343 in 2016, the European Parliament has passed the resolution, “Reports of continued organ harvesting in China” [P9 TA(2022)0200] on May 5, 2022.

The accumulated evidence on forced organ harvesting from living Falun Gong practitioners validated by concerns expressed by parliamentary bodies leaves no doubt that the time to act is now.

Between 2012 and 2018, DAFOH has organized a global petition campaign to the U.N. High Commissioner for Human Rights demanding he call upon China to immediately stop the forced organ harvesting and to conduct further investigations. More than three million people in over 50 countries and regions signed the petition, reflecting a global concern by the public that action be taken to stop China’s unethical transplant practices. In a recent side event to the UNHRC in March 2022, panelists proposed the establishment of a U.N. Special Rapporteur on forced organ harvesting.

In consideration of the U.N. High Commissioner for Human Rights Michelle Bachelet’s visit to China in the upcoming days, we would like to highlight point twelve of the European Urgent Resolution “On continued reports on Forced Organ Harvesting’ adopted yesterday by the European Parliament(1):

12. Requires that the Chinese authorities grant open, unfettered and meaningful access to the UN High Commissioner for Human Rights and the mandate holders of the special procedures of the UN Human Rights Council to visit Xinjiang; asks the Chinese Government to cooperate with the UN organisations on this matter; urges the UN Human Rights Council to deal with the issue of forced organ harvesting as a matter of priority;”

We therefore, call upon Mme High Commissioner to acknowledge the evidence prompting concerns by millions of people around the world and demand that China end unethical and illegal transplant practices and to allow free and independent investigations.

The European dilemma, to continue or to play

The Western world has dominated international relations. Ever since the appearance of capitalism, ”The West” has dictated the main mechanisms and laws that govern international conduct. Colonialism sealed the fate of many peoples while Woodrow Wilson reshaped the very notion of a free nation. The Marshal Plan shaped our view of the post-world war world in a way that is still visible today in the EU. The Western World, with its most evident incarnation of USA-EU military partnership, has fostered the strongest military alliance, NATO, the strongest economic force and has set the tone, principles, laws, and values for the entire globe.  

Yet 30 years on from its most glorious victory, the fall of communism, this world order has found itself contested by China and, episodically, by Russia. This contestation has seen many declinations in the form of military, economic, and even ideologic affairs (it has been said that authoritarian regimes have had a ”firmer” answer in the face of the pandemic). For the first time in a long time, the mechanisms governing the ”balance of power” have apparently started to produce effects of consequence for the establishment generically named The West.

Naturally, the rise of China and Russia has been quickened by the escalating dissensions between USA and the EU. These have been well exacerbated by the Angela Merkel phone scandal and have continued with tensions generated by the North Stream 2 project and, apparently hit rock bottom with the Transatlantic Trade and Investment Partnership (TTIP).

Naturally, the American First model of conducting Trump Politics has tensioned relations with most European Union member states. Brexit was another clue that EU-USA destinies would be going on different paths.

Within this ”Ice Age” of EU-USA relations, Russia has dug further in deepening its relations with Germany, while China went all in its efforts to seduce, Hungary, Italy, and Greece

Russia and China figured out that attacking the EU-USA relationship is a core move against the current international establishment. Therefore, both states have worked for decades in order to undermine transatlantic relations, by stimulating Berlin-Moscow economic relations or by fueling the French military ego (and consequent anti-American and anti-NATO sentiment) running wild on the hallways of the Elysee.

Actions streaming from China or Russia seem to have a common source. However, in reality, they serve very different objectives, by operating on quite different channels. A truly functional Balance of Power alliance between Russia and China does not exist. Their actions are however overlapped, in a very punctual manner, on specific themes. Most of the time, these two counter players have their own interests to look after in Europe.

The new Curtain

The European Union is under siege and, apparently, more divided than ever. The economic games played by China and the tactic performance of Russian interests, often put into play by proxy, have already shaped an image of a weak European Union, often lacking perspective.  The old ideological conflict placing nationalism and globalism on the opposite sides of a truly representative cleavage is now overlapping the old Iron Curtain scheme. This is obvious in the way the European member states have positioned themselves in regard to Hungary’s anti LGBTQ law.

What is genuinely interesting about this reshaping of old theoretical walls is the fact that Europe is undergoing a process of replicating the ongoing ideological conflict raging in the United States. As always, when dealing with radical arguments, both teams are right, and both are terribly wrong.

Viktor Orban and the Visegrad group seek to promote the vision of a European Project based on national states with full sovereignty. Of course, the issue with this sort of project is that it is equivalent with the destruction of the EU. Turning the EU into a mere alliance of states inconvenient for both Russia and China, since this means that the common Western EU project, of promoting a union of shared values and ideology, has failed, which leaves way for the reincarnation of Old Europe – easy to command, riddled with conflict and war.  

Europe has to face more tangible threats than ideology. The lack of proper military capacities in the face of dwindling relations with Turkey and the United States signals weakness. France, with all its efforts of portraying itself as the defender of Europe, is not at all a believable option. Because it lacks a sufficiently large army but also because France cannot guarantee peace of mind to the countries out East, in the improbable event of direct military conflict with Russia. Europe has, for an exceptionally long time, relied on military support from the United States. This may make some wonder if the European Union is or is not a great power, since it ”boroughs” the military potential of a third party. Europe undoubtedly remains an economic and, even more so, a cultural power irradiating values across the globe. But without a military power to match, it has remained far behind the United States, China and Russia.

The future of the European Union is played in Paris and Berlin

The new Biden Administration has been viewed by Brussels as a breath of fresh air. And even if this is the case, one has to take into account that the Trump phenomenon is not something intrinsically linked to Donald Trump. It is a mechanism set in place and validated, electorally, by a significant portion of the American citizens. So, to be sure, Trump’s major defeat and subsequent withdrawal should not be confused with the disappearance of his America First agenda.

So even if the European Union is looking forward for more relaxed diplomatic dialogue with Washington, it is clear that some continuity will be there. There are obvious signs to be seen already. The EU-China positioning will cause tensions and the 2% for defense is likely a win that the US will not want to step back on, since USA efforts are clearly disproportionately bigger in terms of NATO participation (it’s not just about the money, it’s about technology, military outreach, and presence). Biden is forced to keep addressing the uncomfortable China issue in Asia, where Beijing is growing in influence. In Europe, Washington will forever find friends in The Baltics, in Poland, and in Romania, states which are sure of the fact that American security guarantees are the only viable deterrents in the face of increased Russian assertiveness. Regardless of how Germany and France will play their hands, the US has firm support among EU states.

We should also remember that elections will be ongoing in Germany and France. The strategy adopted by the leaders in Paris and Berlin will show us if the European Union will bet on the band-wagoning game or if we’ll witness a new design of USA influence across Europe. If the European Union will play the Chinese or Russian card, the project will most probably drown in dissolution. Because the diverge interests of all three great players – USA, Russia, and China, will pull in irreconcilable directions, thus breaking the European fabric. Each power will seek to secure its zone of influence and the EU will become the mere turf in a foreign fight for dominance.

The EU has a tough decision to make. If it pushes for the continuation of the status quo, it knows the ropes: it will be safe, dependent upon American protection, but also free to occasionally play its cards when needed. If it decides to play the contender card, then she will have to deal with increasing nationalism, a strong sense of division, and a powerful conflictual perspective. Of course, the European nations have been decent at this game too. But even in the age of (re)nationalism, populations are weary in the face of war and fall-out conflict.

Chinese persecutors of Falun Gong get sanctions by the U.S.

Falun Dafa reports that “U.S. Secretary of State Anthony Blinken has announced sanctions against a Chinese official who perpetrated human rights abuses against Falun Gong practitioners in Chengdu City, Sichuan Province in China.

“Today I am announcing the designation of Yu Hui… for his involvement in gross violations of human rights, namely the arbitrary detention of Falun Gong practitioners for their spiritual beliefs,” said Secretary Blinken at a press briefing.

Yu and his immediate family are therefor now banned from traveling to the United States.

Mr. Erping Zhang, Falun Dafa Information Center spokesperson stated that they “applaud the US Government and “Secretary Blinken” for issuing these sanctions on this official who “drove tremendous human suffering in Chengu against people who practice or support Falun Gong,”.

“This will surely send a potent message across China that the world is watching and there will be real-world consequences for persecuting Falun Gong practitioners,” Zhang added. “As the news spreads among the CCP’s security apparatus, it will very likely make some think twice about perpetrating further abuses.”

The sanctions were announced as the State Department transmitted its 2020 Annual Report on International Religious Freedom to the U.S. Congress. The report cites illegal arrests, detention, and forced organ harvesting of Falun Gong practitioners.

Last year, the U.S. Government sanctioned Huang Yuanxiong, chief of China’s Xiamen Public Security Bureau Wucun police station in Fujian Province for his involvement in gross human rights violations against Falun Gong practitioners.

Yu’s Chengdu City: A Hotbed of Suppression

Chengdu is known as having been particularly harsh in recent years in its crackdown against Falun Gong believers in the city.

Among those victimized in Chengdu during Yu’s tenure as a key official was Ms. Liu Guiying an engineer who was detained for over 20 months without trial and then sentenced illegally in 2018 to three years in prison for practicing Falun Gong and filing a complaint over previous torture and abuse. She subsequently suffered deliberate malnourishment and torture at Chengdu’s Women’s Prison.

Yu’s name was included in a database of 9,000 6-10 officials submitted by Falun Gong human rights workers to the State Department earlier this year.

Former Official of “China’s Gestapo”

Yu is the former director of the CCP’s notorious 6-10 office. Referred to by rights activists as the CCP’s “Gestapo for Falun Gong,” the 6-10 office was an extralegal police task force responsible for carrying out the mission of eliminating Falun Gong.

Established by former CCP leader Jiang Zemin and announced in a speech to elite cadres a month before the campaign against Falun Gong was announced in 1999, the organization has long existed outside China’s legal framework. Jiang granted it wide-ranging powers to use “every means necessary” to wipe out Falun Gong.

In his book A China More Just, human rights lawyer Gao Zhisheng describes being shocked by the extent of the 6-10’s operations. “The immoral act that has shaken my soul most is the 6-10 Office and policeman’s regular practice of assaulting women’s genitals,” Gao wrote after his 2005 investigation. “Of those persecuted, almost every woman’s genitals and breasts and every man’s private parts have been sexually assaulted in a most vulgar fashion.”

In addition to torture and sexual abuse, 6-10 Office agents also administratively sentence  Falun Gong practitioners to labor camps and abducted adherents straight from their homes to brainwashing classes. As noted in a 2011 article on the 6-10 Office in the Jamestown Foundation’s China Brief, “transformation” and coercive thought reform are a central aspect of the agency’s activities.

In addition to direct involvement in rights abuses, the 6-10 Office has possessed significant power to force the hands of other Party and government bodies.

“The 6-10 office is just like Hitler’s Gestapo,” says Guo Guoting, a Chinese human rights lawyer in exile. “They are powerful and they got enough financial support from the government so… they secretly control all the Falun Gong practitioners in their local areas.”

City diplomacy offers opportunities

This year has been unusual on many levels. In the midst of a global health crisis ravaging the world, Czech Senate President Milos Vystrcil in September led a delegation of 89 civic and political leaders to Taiwan, the only corner of the world that for more than 250 days (until Tuesday) did not register a single locally transmitted COVID-19 infection.

The visit caused quite a stir in international media and intensified already strained ties between the EU and China. Taiwan, a technologically advanced economy with a robust democracy, is a like-minded partner of the EU, but remains a highly sensitive matter within EU-China relations.

China considers Taiwan a breakaway province, despite never having ruled it. The EU has its own “one China” policy, but has officially committed to promoting “practical solutions regarding Taiwan’s participation in international frameworks.”

Following the Czech delegation, Brussels and Beijing engaged in a harsh exchange, with Chinese Minister of Foreign Affairs Wang Yi (王毅) threatening that the senate president would pay a “heavy price,” while his German counterpart warned China against making such threats against an EU member state.

As tensions in EU-China relations remain high, and international cooperation becomes more challenging, there is good reason to return to the visit, and consider some of its less talked about contributions.

Prague Mayor Zdenek Hrib, who oversaw the signing of the Prague-Taipei sister city framework in January, was also in the delegation. In a global context where cities become key players in addressing complex challenges through innovation and creativity, this aspect deserves more attention.

As the pandemic has illustrated, local governments can increase their capacity to network internationally and bring solutions, while catalyzing new political consciousness. Cities shape identities. They help celebrate connectivity, diversity and openness by warming people-to-people relations and enhancing social networks. This, in turn, facilitates government-to-government ties.

Considering Taiwan’s abnormal international status, city diplomacy provides a particularly valuable platform to circumvent its isolation, by leveraging international cooperation and information sharing on a city-to-city level. Taiwan’s cities must further invest in such diplomacy and seek to build on the momentum the “Taiwan model” has ensured.

The sister-city agreement linking Prague and Taipei includes a wide range of cooperation, including on business, science, technology, tourism, education, healthcare and culture, as well as a smart city cooperation agreement. Through this partnership, the cities can act in their own right, stress collaboration over competition, empower their citizens and contribute to making cities inclusive, safe, resilient and sustainable, in line with the Sustainable Development Goals (SDGs).

Taiwan is already working toward meeting the 17 SDGs. As COVID-19 is taking the world further away from the goals, cities’ contributions have become all the more relevant.

As such, Taipei has sought to advance several goals, including good health and well-being (Goal 3), quality education (Goal 4), decent work and economic growth (Goal 8), innovation and infrastructure (Goal 9), and sustainable cities (Goal 11).

Taiwan has a story to tell, but participating in international organizations will remain difficult. Taiwanese scientists were even excluded from participating in all UNESCO-affiliated events, which has shown that Taiwan is being excluded from international participation. It also indicates that China’s influence within UN organizations continues to increase. Yet, this should not constrain sharing science across cities. Cities are about choices and choices bring opportunities for all.

According to the Taipei City Government Web site, it has established ties with 51 sister cities across 37 countries. Four of these are in Europe: Versailles (1986), Warsaw (1995), Vilnius (1998) and Riga (2001). Since 2012, Helsinki is also a “friendship city” of Taipei.

These partnerships need a fresh approach and adjustment to address current challenges. In addition, it is evident that more similar cooperation should be built across Europe. This will require rapprochement from Europe and Taiwan. Both sides must recognize the value of using city diplomacy to leverage existing strengths and to enable new ones to flourish.

A meeting between Budapest Mayor Gergely Karacsony and Representative to Hungary Liu Shih-chung (劉世忠), a former Tainan deputy secretary-general, is a welcome initiative. The two exchanged ideas on smart cities, innovation and city diplomacy. The next welcome step would be to establish a sister-city agreement. This would benefit both cities, just like the Grenoble, France-Taoyuan sister-city cooperation signed in March 2018 is hoped to do, particularly in technology, innovation and circular economy.

Kaohsiung, with the largest harbor in Taiwan and among the top 50 world container ports, should also consider expanding its network in Europe, with Rotterdam, the Netherlands, or Antwerp, Belgium, adding to its only sister city in Europe, Erzgebirgskreis, Germany (1993).

In a hyper-connected world, cities across Taiwan should further embrace the practical benefits of city diplomacy. At the same time, as the EU rethinks its China policy, European cities must be more involved, and expand their international sister-city network.

Following the Czech delegation visit, Minister of Economic Affairs Wang Mei-hua (王美花) said the visit was proof that “nothing can stop Taiwan and the Czech Republic’s determination to defend freedom, democracy and protect human rights.”

Let city diplomacy take this forward into the year to come.
